Our Board Members

Deborah Royat
President
Deborah Royat, a WTC board member since 2017, dedicated over 50 years to services for individuals with developmental disabilities, including significant roles at WTC. She holds bachelor’s degrees in Recreation Administration and Rehabilitation Administration, and an MA in Public Administration, with extensive experience in training and accreditation.

Jason Schwenkler
Vice President/Treasurer
Jason Schwenkler is Executive Director of the Geographical Information Center and Center for Economic Development at CSU Chico, specializing in GIS analysis, economic development, and strategic planning. He has facilitated significant regional collaborations and mergers, contributing extensively to community development initiatives.

Fran Sherman
Secretary
Fran has been associated with WTC for over 20 years, brings a personal connection as the mother of a son with developmental disabilities. A retired educator, Fran taught from kindergarten through university levels, holding a BS in Mathematics and an MA in Curriculum & Instruction.

Debbie Rossi
Board Member
Debbie Rossi has 35 years of experience in financial services and serves as First Vice-President of Investments at Stifel Financial. Active in numerous community boards, she holds a degree in Political Science and a minor in Psychology from Chico State.

Charles Boales
Board Member
Charlie Boales, retired after a combined 35 years in automotive sales management and social work supervision, holds a BA in Social Studies/Psychology from Pacific Union College.

2025-2026 BOARD OF DIRECTORS MEETING SCHEDULE
WTC Board of Directors meetings are scheduled for the fourth Thursday of each month, unless otherwise noted.
